There is Legal Aid Bureau located at level 8 of the URA building at Maxwell Road. They provide legal advice.
It is unlikely that your sis is paying $10K per hearing. Courts in Singapore have very strict time line to meet. Even if your brother in law has used all kinds of ways to delay the proceedings, the court system would have detected such delay and looked into this case.
If your sis's case is still at the ancillary matter hearing stage, then after the pre trial conference, a hearing date would have probably been set down by now. Also, the court may send the case for a mediation session before a district judge before setting it down for hearing.
For a case to go on for 4 years and still pending is really unheard of in Singapore judiciary system.Free legal advice for divorce in Singapore?
